Legislation A2687/S5569 Establishes a Center for Dyslexia and Dysgraphia Within State Education Department To Improve How Schools Identify and Support Students With Reading and Writing Difficulties
Governor Kathy Hochul has been acting on legislation approved by the Senate and Assembly. Late last week, she signed two pieces of legislation of interest to NY Alliance members.
S.3157 authorizes registered dental hygienists to provide certain dental services without supervision under an agreement with a licensed dentist. The new law provides more access to dental services and helps to ensure that all New Yorkers are able to receive quality oral healthcare. The bill was sponsored by Senator Rachel May. It passed both houses in June and was signed into law on December 19th.
A.7560-A requires the Developmental Disabilities Advisory Council (DDAC) to submit an annual report to the Governor and leadership in the Senate and Assembly on activities of the council. Such report is to be delivered by December 31st of each year. The new law requires the report to be posted on the NYS Office for People With Developmental Disabilities website. DDAC is a statutorily authorized body that provides recommendations for statewide priorities and goals for services related to developmental disabilities. The bill was sponsored by Assemblyman Angelo Santabarbara, Chair of the Assembly People with Disabilities Committee. It passed both houses of the State Legislature in June and was signed by the Governor on December 19th.
A.7325 would have extended a provision of Education Law that allows school psychologists to provide Early Intervention services through June 30, 2026. The Governor vetoed the legislation. According to the Veto Message (#106), school psychologists are not licensed and cannot bill for Medicaid. Therefore, the State and counties have absorbed the costs associated with the service. To address this financial concern, the State Legislature agreed to end eligibility through the State Budget process, though approved this legislation during the 2025 session. The bill was sponsored by Assemblywoman Amy Paulin.
